Job Title: Young Mothers Project Coordinator

Reports to: CORE project Desk Officer

Job Summary: 

Responsible for planning, coordinating, implementing, monitoring & evaluation and reporting all Young Mothers Project activities, under the guidance and direction of the CORE Desk Officer.

 

 

Key Duties and Responsibilities

  1. Responsible for leadership, technical facilitation, planning, implementing, monitoring, and documentation of all young mother’s project interventions under the guidance and direction of the desk officer.
  2. Lead in mobilization, coordination of young mother’s stakeholders at different levels, beneficiaries as well as provide staff and beneficiaries with technical support to enable efficient and effective implementation of the project.
  3. Participate in preparing monthly work plans and budgets to be submitted to the project accountant for checking and approval by the desk officer.
  4. Ensuring financial control and budget adherence with help from the project accountant and the desk officer.
  5. Responsible in preparing monthly, quarterly and end of project narrative progress and financial for young mother’s project.
  6. Ensure safety and security of the program personnel of young mother’s project
  7. Be custodian of all program assets and ensure their security, rightful allocation, utilization, and maintenance in Omot project area.
  8. Initiate and participate in relevant networks that supplement the realization of the project goal and objectives.
  9. Participate in baseline survey of young mother’s project.
  10. Regularly, prepare case stories that will systematically document challenges, achievements lessons learnt and good practices.

Job Specifications

  • A Bachelor’s degree in Education, Community Development or Psychosocial and any other relevant degree from a well-recognized University

Position: Project Coordinator

Location: Rwamwanja refugee settlement
Reporting To: Desk Officer
Contract Duration: Until December 31, 2025.

 

  1. Purpose of the Role

The Project Coordinator coordinates implements and monitors the “Food Security and Resilience” project in the Kyaka and Rwamwanja refugee settlements and host communities. The coordinator ensures project activities align with the stated outcomes, budget, timeline, and donor guidelines. The position also leads the documentation, learning, and dissemination of results and best practices, culminating in an endline evaluation by January 31, 2026.

 

  1. Key Responsibilities
  2. Project Planning & Implementation
    • Develop and regularly update the project work plan in alignment with the Logical Framework and project goals.
    • Ensure activities are scheduled realistically to meet the January 31, 2026, endline.
    • Coordinate with the finance and logistics teams to plan resource needs (seeds, tools, training materials, etc.).
    • Ensure timely procurement and distribution of inputs to farmers.
    • Oversee pieces of training on climate-smart agriculture, agroecological practices, and Farmer Market School (FMS) implementation.
    • Coordinate with Makerere University, National Agricultural Research Organisation (NARO), and other experts for technical support.
    • Promote inclusive, gender-responsive, and gender-transformative activities (e.g., ensuring women’s leadership in VSLAs).
    • Ensure safeguarding measures are adhered to throughout the project cycle.

 

  1. Monitoring, Evaluation, Accountability, & Learning (MEAL)
    • Lead the design of monitoring tools and data collection processes (in collaboration with MEAL officers).
    • Conduct regular field visits to track progress against Outcomes 1–4 (crop quantity/quality, mindset shift, financial autonomy, and gender equality).
    • Coordinate the Outcome Harvesting process to identify both intended and unintended results.
    • Work with the MEAL team to consolidate evidence of improved agricultural practices, increased income, and enhanced gender equality.
    • Ensure research components (with Makerere University, NARO, or other partners) are integrated into project implementation.
    • Document lessons learned, best practices, and success stories for dissemination.
    • Develop a clear roadmap and Terms of Reference for the endline evaluation.
    • Oversee the external or internal endline evaluation team, ensuring evaluation findings are accurately captured and disseminated by January 31, 2026.

 

  1. Partnership & Stakeholder Management
    • Liaise with the Office of the Prime Minister (OPM), UNHCR, WFP, local District Offices, and other relevant stakeholders.
    • Ensure compliance with the Refugee and Host Population Empowerment (ReHoPe) framework, especially regarding the 70% refugee and 30% host community engagement ratio.
    • Conduct sensitisation meetings with refugee and host community leaders to foster buy-in and ownership.
    • Support Village Savings and Loan Associations (VSLAs), FMS groups, and local committees to resolve conflicts (e.g., land use).
    • Provide regular project updates to the Desk Officer.
    • Submit periodic narrative and financial reports as per donor requirements.

 

  1. Team Leadership & Compliance
    • Supervise field officers, technical advisers, and support staff in project implementation.
    • Conduct regular coaching, performance appraisals, and team-building sessions.
    • Proactively identify programmatic and contextual risks (e.g., crop pests, security concerns).
    • Implement mitigation strategies as listed in the risk matrix (Appendix 2).
    • Ensure staff compliance with ADRA Uganda’s Code of Conduct, anti-corruption policies, and a zero-tolerance approach to sexual exploitation and abuse.
    • Monitor monthly expenditures against the approved budget.
    • Ensure correct and timely financial documentation in coordination with the Finance Manager.

 

  1. Key Performance Indicators (KPIs)

Below are the KPIs aligned with the project outcomes and responsibilities:

  1. Timely Delivery of Activities
    • Target: 100% of planned activities in the quarterly work plan are implemented on schedule (with permissible deviations approved by the Desk Officer).

 

  1. Beneficiary Reach & Engagement
    • Target: 6,000 individuals (4,200 refugees + 1,800 host community members) receive direct support/training in climate-smart agriculture, FMS, or VSLA by December 2025.
  2. Adoption of Climate-Smart Practices
    • Target: At least 70% of trained farmers will adopt new or improved climate-smart agriculture methods by mid-project review (Q3 2025).
  3. VSLA Formation & Financial Access
    • Target: At least 20 new VSLAs will be formed by Q2 2025, with at least 70% of these VSLAs operational (i.e., active saving and lending cycles) by the end of 2025.
  4. Gender Equality & Women’s Leadership
    • Target: 50% increase in women holding leadership positions in farmer groups or VSLAs compared to baseline by September 2025.
    • Target: Positive changes recorded in household decision-making surveys (based on baseline-endline comparisons).
  5. Income & Market Access
    • Target: 60% of project participants report increased income from the sale of agricultural produce by Q3 2025 (as measured in annual outcome surveys or through Outcome Harvesting results).
  6. Learning Product Dissemination
    • Target: At least 1 comprehensive learning product (toolbox/manual) published (online/offline) by Q3 2025, distributed to at least 10 potential user organisations by project end.
    • Target: At least 2 knowledge-sharing or dissemination workshops held before December 2025.
  7. Endline Evaluation Completion
    • Target: All endline data collection completed and the final evaluation report submitted to the Desk Officer by December 31, 2025.
    • Target: Evaluation findings disseminated to key stakeholders (government agencies, donors, NGOs) by March 2026 (post-project closeout).

 

  1. Qualifications & Experience
  • Education: Bachelor’s degree in Agriculture, Development Studies, Social Sciences, or a related field. A Master’s degree is an added advantage.
  • Technical Skills:
    • Proven experience coordinating food security, agricultural, or livelihood projects (preferably in refugee or post-conflict contexts).
    • Solid understanding of climate-smart agriculture, value chain development, and financial inclusion (VSLA or similar).
    • Familiarity with M&E methods, especially Outcome Harvesting.
  • At least 3 years in a project coordination/management role with international NGOs or development agencies.
  • Fluency in English (written and spoken). The ability to speak Swahili and Kinyabwisha will be an added advantage.
  • Strong leadership, negotiation, conflict resolution, and cross-cultural communication skills.
  • Proficiency in MS Office suite and data collection/analysis tools.

Duties and Responsibilities

 

Provide overall leadership, management and technical support in the planning, implementation, monitoring and evaluation and reporting on all activities of the program in the respective region.

  1. Responsible for planning, coordinating, implementing, monitoring, and reporting on all program activities in the respective region in collaboration with and under the guidance and direction of the desk officer.
  2. Lead the supervision and coordination of work done at the regional level, provide the staff with technical assistance that will facilitate efficient and effective implementation of program activities.
  3. Preparing monthly work plans and budgets to be submitted to the desk officer.
  4. Ensuring financial control and budget adherence in all program operations in collaboration with the desk officer.
  5. Prepare monthly and quarterly financial/ narrative progress reports

Key Responsibilities Include but not limited to:          

§  Make sure that no strangers have access to the premises without prior inspection and permission.

§  Assist and direct visitors.

§  Ensure that all property in the premises is kept in safe custody.

§  Arrest stubborn intruders and suspects.

§  Make reports to your superiors about the security conditions.

§  Control goods leaving and entering ADRA Uganda Compound by adhering to procedures.

§  Control vehicles leaving and entering ADRA Uganda Compound.

§  Guide Visitors and staff in parking their private vehicles according to parking arrangement.

Qualifications

  • Minimum qualification of O’ level certificate and fluent in English
