Location: Based in Kitgum, with frequent travel to Agago, Lamwo, and Pader districts
Job Purpose:
The Public Health Officer will support the planning, coordination, and implementation of public health and SRHR-related activities under the TOGETHER Project. The role involves working with district stakeholders, health facilities, and communities to improve access to inclusive, gender-responsive, and quality health services for adolescent girls, women, and children under five. The officer will ensure technical excellence, strong field presence, and integrated health programming that empowers local actors to deliver sustainable impact.
Project Background:
The TOGETHER Project is a six-year, multi-country health initiative funded by Global Affairs Canada (GAC) and ADRA Canada, implemented in Uganda by ADRA Uganda in the districts of Agago, Kitgum, Lamwo and Pader. Running from September 2021 to August 2027, the project focuses on increasing the enjoyment of health-related rights by the most marginalized adolescent girls, women, and children under five (U5), through gender-responsive, inclusive, and respectful health systems. Key project components include: improving access to sexual and reproductive health and rights (SRHR), strengthening response to sexual and gender-based violence (SGBV), improving nutrition interventions, and promoting community engagement and accountability.
Key Duties and Responsibilities:
- Provide technical support in the planning, implementation, and monitoring of public health activities throughout the project cycle.
- Facilitate participatory trainings for healthcare workers, community health workers (CHWs), and educators on inclusive SRHR, nutrition, SGBV response, STI prevention and treatment.
- Support inclusive nutrition counselling tailored to adolescent girls, young mothers, and mothers with special needs.
- Train caregivers using the Learning Through Play (LTP) model to strengthen responsive caregiving, improve child nutrition, and promote early childhood development.
- Coordinate with health facilities and district health offices in organizing and delivering community-based outreaches, health campaigns, and international health day events.
- Participate in district and national technical working groups (e.g., Health, SRHR, Protection) and contribute to relevant Ministry of Health workshops and coordination meetings.
- Collaborate closely with ADRA’s WASH Officer, ensuring aligned health and WASH interventions and consistent reporting.
- Support the design and use of public health assessment tools, including for SGBV, CBS (Community-Based Surveillance), and SRHR.
- Support the implementation of Community Engagement and Accountability (CEA) activities such as complaint and feedback mechanisms and community dialogues.
- Advocate for the integration of SRHR, psychosocial support (PSS), and inclusion in SGBV programming.
- Support disease surveillance and preparedness activities, including coordination of simulations, drills, and contingency planning with districts.
- Undertake regular monitoring field visits, stakeholder meetings, and technical supervision across project sites.
- Document field activities, success stories, lessons learned, and submit timely narrative and financial reports.
- Perform any other duties as may be assigned by the Project Manager for effective project delivery.
Required Skills, Experience, and Competencies:
- A Bachelor’s degree in Public Health, Community Health, Nursing, Nutrition, or a related field.
- A Master’s degree in Public Health is a strong added advantage.
- Minimum of 3 years’ experience implementing health-related programs, especially in SRHR, nutrition, or SGBV response.
- Experience working with district health systems, health facilities, and communities in Northern Uganda is desirable.
- Strong skills in participatory training, stakeholder engagement, and community mobilization.
- Fluency in English; knowledge of Acholi or other local languages is an added advantage.
- Strong report writing, communication, and coordination skills.
- Willingness to travel frequently across project districts and work in rural settings.
- High level of integrity, cultural sensitivity, and commitment to inclusion, safeguarding, and gender equality.

Job Purpose:
The Agronomist Assistant will support the implementation of sustainable agricultural interventions under the RISE Project to improve food security, livelihoods, and resilience among refugee and host communities in Kyaka II Refugee Settlement. The role focuses on technical field support, training, and close engagement with beneficiaries to promote climate-smart agriculture and household self-reliance.
Key Responsibilities:
- Technical Field Support
- Assist the lead agronomist and project coordinator in the planning and delivery of agricultural activities across target zones.
- Provide hands-on technical guidance on improved agronomic practices including land preparation, crop selection, soil fertility, irrigation, and integrated pest management.
- Support the establishment and monitoring of demonstration plots, farmer field schools (FFS), and kitchen gardens.
- Training and Capacity Building
- Facilitate community-based training sessions on climate-smart agriculture, crop diversification, post-harvest handling, and agro-enterprise.
- Work closely with community-based facilitators and lead farmers to ensure practical knowledge transfer.
- Input Distribution and Support
- Support the distribution and follow-up of seeds, tools, and agricultural inputs to registered beneficiaries.
- Monitor proper utilization of inputs and document feedback from farmers.
- Monitoring, Data Collection, and Reporting
- Regularly visit farming groups to collect data on yields, techniques used, challenges, and successes.
- Maintain accurate records of beneficiaries, training sessions, and progress against indicators.
- Contribute to weekly and monthly technical reports, success stories, and lessons learned.
- Community Engagement and Coordination
- Mobilize and organize farmer groups, cooperatives, and village savings groups into active agricultural units.
- Build strong relationships with local leaders, refugee welfare councils (RWCs), OPM, UNHCR, and other stakeholders.
- Represent ADRA at sectoral working group meetings as delegated.
- Integration with Other Sectors
- Collaborate with the Environment and Energy Assistants under the RISE Project to promote agroforestry, composting, and efficient land use.
- Support cross-sectoral integration with protection, nutrition, and education where applicable.
Qualifications and Experience:
- Diploma in Agriculture, Agronomy, Crop Science, or related field.
- Minimum of 1–2 years’ relevant field experience in agricultural extension work, preferably in refugee or humanitarian settings.
- Knowledge of sustainable and climate-smart agriculture approaches.
- Experience in working with vulnerable communities, especially women and youth, is highly desirable.
- Ability to speak local languages (Swahili, Kinyabwisha, Rutoro, Runyankore) is an added advantage.
- Strong interpersonal skills, team spirit, and cultural sensitivity.

Job Purpose
The M&E Assistant will support the RISE project team in planning, implementation, and tracking of monitoring and evaluation activities. They will ensure timely and accurate collection, analysis, and reporting of data to inform decision-making, measure progress, and ensure accountability to beneficiaries and donors.
Key Duties and Responsibilities
- Data Collection and Management
- Support the development and implementation of M&E tools and frameworks.
- Conduct regular field visits to collect quantitative and qualitative data from project activities.
- Enter, clean, and store data accurately in the database and other data management systems.
- Ensure all data collected is disaggregated by sex, age, and other relevant variables.
- Reporting and Documentation
- Support the preparation of weekly, monthly, and quarterly project reports with verified data and success stories.
- Document and share key lessons learned, challenges, and best practices with the project team.
- Assist in preparing indicator tracking tables (ITTs), dashboards, and evaluation summaries.
- Monitoring and Evaluation
- Assist in tracking progress towards project targets and results indicators.
- Participate in baseline surveys, mid-term reviews, and end-line evaluations.

- Provide technical support to project staff and community structures (e.g., ToTs, VSLAs, farmer groups) on data collection and usage.

Qualifications and Experience
- Diploma in Monitoring & Evaluation, Statistics, Development Studies, Social Sciences, or related field.
- At least 1–2 years of experience in M&E work with an NGO or development agency, preferably in refugee or emergency settings.
- Knowledge of M&E methodologies including Logical Frameworks, Theory of Change, and Results-Based Management.
Skills and Competencies
- Strong analytical and critical thinking skills.

- Proficiency in MS Office (Excel, Word, PowerPoint).

The Advocacy and Public Relations Officer will lead the TOGETHER Project’s efforts to influence policy, strengthen community advocacy, and amplify the voices of adolescent girls, women, and grassroots actors. The role focuses on building strong advocacy platforms, engaging duty bearers on inclusive SRHR and SGBV services, and supporting grassroots women’s organizations in organizing, networking, and campaigning for health and rights. The officer will also enhance the project’s visibility through effective communication and media engagement.
Project Background:

Key Duties and Responsibilities:
- Lead the development and regular revision of the TOGETHER Project’s Advocacy Policy, strategies, and action plans in alignment with project goals.
- Coordinate advocacy engagements with district- and national-level duty bearers, targeting policy revision and implementation for inclusive adolescent-friendly SRHR and SGBV services.
- Conduct mobilization and sensitization sessions with community leaders, opinion leaders, religious leaders, and government officials to support actions against unintended pregnancies and SGBV.
- Facilitate training, refresher sessions, and mentorship for grassroots women’s organizations (focused on adolescent girls’ and women’s health and rights) in advocacy, organizational development, and strategic planning.
- Provide technical and/or financial support to grassroots organizations to conduct localized advocacy campaigns on SRHR, SGBV, and broader women’s health rights issues, including challenging harmful gender norms.
- Establish, support, and nurture networks of grassroots women’s organizations and advocacy groups to create a consolidated voice and coordinated action around health and rights.
- Write and publish advocacy articles, success stories, and case studies in ADRA newsletters, reports, and external platforms including websites and media.
- Build and maintain strategic relationships with media, development partners, and advocacy networks at local and national levels.
- In collaboration with funders, assess the advocacy capacity of ADRA Uganda staff and local partners, and lead corresponding capacity-building initiatives.
- Support the integration of the Rights-Based Approach (RBA) across project components and train staff, CBOs, and local leaders on advocacy tools and frameworks.
- Track implementation of community-driven advocacy plans and assess their impact at grassroots and policy levels.
- Represent ADRA Uganda at advocacy forums, sector working groups, and campaign events as assigned.
- Prepare and submit timely monthly, quarterly, and annual narrative reports on advocacy and public relations activities, including progress on SRHR, SGBV, and gender equality-related campaigns.
- Contribute to project reports by documenting advocacy achievements, challenges, and lessons learned for inclusion in donor and stakeholder reporting.
Required Skills, Experience, and Competencies:
- A Bachelor’s degree in communications, Public Relations, Development Studies, Social Sciences, or a related field.
- A postgraduate diploma or Master’s in Public Policy, Human Rights, or Gender Studies is an added advantage.
- At least 3 years of experience in advocacy, rights-based development, media relations, or communication for social change.
- Proven experience supporting grassroots advocacy, coalition-building, and civil society strengthening.
- Ability to influence and engage diverse stakeholders, including local governments, CSOs, and community leaders.
- Strong capacity-building skills, including experience facilitating training for CBOs and community groups.
- Excellent writing, documentation, and storytelling abilities.
